Regulator investigates ‘serious concerns’ at disability charity

The Charity Commission has announced that it is investigating “serious concerns” about a Leicester-based disability charity’s governance.

The commission has opened a statutory inquiry into Leicestershire Centre for Integrated Living Limited, which supports disabled people by promoting inclusion and accessibility in everyday living.

The charity was reportedly already under investigation as part of the commission’s “double defaulters” class inquiry, after it was identified as being persistently late in filing its accounting information.

‘Serious concerns’ over charity’s management and governance

The commission also developed “serious concerns” about the charity’s general management and governance while conducting its initial investigation, which ultimately led to the opening of the subsequent statutory inquiry.

This latest inquiry will be investigating the trustees’ compliance with their legal duties in respect of the administration, governance and management of their charity.

It will also consider whether trustees have sufficient financial and strategic oversight of the charity; whether it is being managed in accordance with its governing document and operating for public benefit, and the trustees’ compliance with their legal obligations for the charity’s accounts.

Accounts more than 200 days overdue

The charity, which describes itself on the Leicestershire County Council’s website as “a user-led organisation”, appears to not have filed any accounts since 23 September 2022, 235 days overdue, according to the Charity Commission website.

Its latest accounts, which were due to be filed on 21 March 2023, are now overdue by 260 days. The charity’s last reported income, in March 2021, was £132,000.

The commission has said that “the scope of the inquiry may be varied if new evidence comes to light.” Once the inquiry is concluded, it will publish a report of its findings.
